Thaw in refrigerator.
- Preheat oven to 400°F.
- On stovetop, brown ground beef in nonstick saute pan over med. high heat. Drain liquid.
- Add carrot and onion blend. Saute 2-3 min. Pour in sauce, 1/2 cup of water, and reduce heat to med. Simmer until thickened and liquid is almost gone. Remove from heat, stir in peas and parsley.
- Meanwhile, place mashed potatoes in med. saucepan over med. heat, stirring frequently until heated through and smooth, 7-10 min. Remove from heat and stir in cheese blend.
- Spray 8×8 baking dish with nonstick cooking spray. Add ground beef mixture to bottom of pan. Remove bay leaf and top with mashed potatoes.
- Bake uncovered 15-20 min., or until golden and bubbly.
